The Kansas Senate on Wednesday passed a bill banning lawyers from suggesting amounts for noneconomic damages to juries, a technique that the business community says can drive up awards in civil litigation.
The bill - passed 29-11 by the Senate - addresses a practice called "jury anchoring," where a jury is given a number or value that's intended to be a reference point when determining noneconomic damage in civil cases.
