Gov. Laura Kelly on Thursday vetoed a bill requiring students enrolled in the ninth grade or above to pass a test on the principles of American civics.
The bill, introduced by Republican state Sen. Brad Starnes of Manhattan, would have required students to pass the test as a condition for graduation from high school.
