The Kansas Legislature is allowing one of the last policy vestiges of former Gov. Sam Brownback's administration to phase out this year when it refused to extend financial incentives intended to lure people to rural Kansas.
As the legislative session came to an end last week, lawmakers decided against renewing the state's rural opportunity zone program until 2028. The program expires June 30.
The rural opportunity zones – a combination of income tax breaks and student loan repayments – were created in 2011 by the Legislature at the behest of Brownback in an effort to repopulate areas of the state . . .
