Kelly signs executive order directing federal benefits to foster children

Gov. Laura Kelly on Friday signed what she described as a first-of-its kind executive order that will ensure that federal benefits go to foster kids to help them transition into independent living as adults.

The executive order, which the governor said was the first one like it issued nationally, will direct that the benefits be paid to the children instead of returning the funds to the state to cover the cost of administering the foster-care system.
