Governor agrees to revamp prisoner review board after trooper’s murderer paroled

Gov. Laura Kelly signed a bill that will overhaul the state Prisoner Review Board, which came under fierce criticism last summer when it paroled the murderer of a state trooper in 1978.

The bill expands the size of the board to five members and strips the power of the corrections secretary from appointing the panel. The board is now made up of three members.

The three-member board now serves at the pleasure of the corrections secretary, and its members are employees of the Corrections Department.
