The Kansas Senate on Thursday approved a bill changing the budget process in a way that supporters say will prevent a state government shutdown if the Legislature and the governor don't agree on a spending plan.
The Senate voted 31-8 to approve a bill allowing an existing budget to continue past the current fiscal year if a new budget isn't passed by the start of a new fiscal year.
