Republican gubernatorial candidate Scott Schwab on Tuesday laid out a plan for holding property taxes in check, an issue that has dominated statehouse debate in recent months.
Trying to break out from a crowded Republican field for governor, the secretary of state rolled out a plan to address complaints about property taxes.
