Gov.-elect Laura Kelly rounded out her cabinet Friday with a series of appointments in labor, revenue, wildlife and information technology.

Kelly named former state Rep. Delia Garcia to lead the Kansas Department of Labor; Mark Beshears as head of the Kansas Department of Revenue; Brad Loveless as secretary of the Kansas Department of Wildlife, Parks, and Tourism, and Lee Allen as Chief Information Technology Officer.

Garcia, the new secretary of labor, represented the 103rd House District of Kansas from 2005 to 2011. She will replace departing Secretary Lana Gordon.

More recently, Garcia worked as the chief executive officer of ReflectUS, a nonpartisan coalition working to increase the number of women in public office.

Previously, Garcia worked at the National Education Association in Washington, D.C., and the National Migrant Seasonal Head Start Association.

Loveless will serve as secretary of Wildlife, Parks and Tourism.

He is the senior director of environmental conservation and sustainability at Westar Energy, managing environmental stewardship. Previously, he was the director of biology and conservation programs.

Earlier, he held several environmental management positions at Wolf Creek Nuclear Operating Corporation.

Beshears will lead the Kansas Department of Revenue for an interim period, replacing the outgoing Sam Williams.

He is currently the chief deputy general tax counsel for the Kansas Department of Revenue. Beshears served as the secretary of revenue in the early 1990s under Governor Joan Finney.

He worked at Sprint for more than 20 years, serving as senior counsel and assistant vice president of state and local tax.

Lee Allen will continue as executive branch chief information technology officer. He was appointed to the position in July.

Allen came to the position with more than 20 years of IT experience in both the public and private sectors, most recently serving eight years with Kansas human services departments.
