Gov. Laura Kelly's administration on Monday warned that a provision in a transportation bill authored by the House could lower the highway department's bond rating.
Transportation officials alerted the House Appropriations Committee of the possibility after the panel decided to commit only sales tax dollars to repaying new bonds.
Last week, the committee adopted that measure when it rewrote the transportation bill that Kelly's administration had spent months drafting.
The Kansas Department of Transportation has the authority to issue debt so long as it's backed by the full highway fund, including sales taxes, motor fuels tax . . .
