Judicial nominee’s confirmation hits a bump

Gov. Laura Kelly's nominee to the state appeals court hit a speed bump Tuesday when she was quizzed by senators about a 15-year-old case where it was found that she provided an ineffective legal defense because she didn't raise an issue on appeal.

It was an issue that was hotly contested by the  nominee - Shawnee County District Judge Rachel Pickering - as well as the Kelly administration, which argued that she was faulted for pursuing a legal strategy that the appeals court didn't allow her to explain.
