Gov. Laura Kelly on Monday agreed to let a bill become law without her signature that would give the Kansas Legislature a voice in picking vacancies for the U.S. Senate.
The governor said the bill creates a "messy" process for filling the vacancies and called it a "partisan power grab" by the Legislature.
