Ethics commission adopts new standards for civil penalty waivers

The state ethics commission on Wednesday adopted new standards for deciding what justifies waiving civil penalties for the late filing of campaign finance reports.

The commission approved new forms that will be required for seeking a waiver from a civil penalty and a document that sets out a road map for seeking the waiver.

Since last summer, commissioners have been trying to bring clarity to a process that has been described in the past as a “beauty pageant.”

Current state law is somewhat open-ended, saying the commission “may waive, for good cause, payment of any civil penalty imposed…”
