The Kansas Senate on Wednesday came up one vote short of passing a constitutional amendment that would have capped property appraisals at 4% for tax purposes.
The Senate voted 26-11 to pass the amendment, meaning it came up one vote short of the two-thirds majority needed to pass the amendment.
The vote came as the legislative session is winding down . . .
