The first skirmish over how Supreme Court justices should be appointed in Kansas unfolded Tuesday as lawmakers took up a proposal to elect the state's highest court.
The Senate is considering a measure scrapping a process the state has been using since 1958 when voters approved a constitutional amendment creating a special nominating commission for screening judicial candidates.
