Last Friday, Gov. Laura Kelly announced she had vetoed a bill directing her administration to seek a waiver from the federal government to exclude candy and soda from purchases covered by federal food assistance benefits.
But two days earlier, her administration did the opposite, submitting a waiver request to the federal government, asking for permission to remove those type of snack foods from what's covered by food assistance.
The waiver obtained by the Sunflower State . . .
