Local tax breaks complicate border war solution

The border war between Missouri and Kansas over tax incentives isn't exactly over yet.

Yes, Missouri has enacted legislation that would prohibit using tax incentives to entice businesses from Kansas.

And Kansas Gov. Laura Kelly has signaled that she would sign an executive order to follow Missouri's lead.

But economic development leaders in Kansas say the issue is far from over, pointing out the state incentives are just one part of the equation that needs to be worked out.
