Gov. Laura Kelly is developing new, more lenient restrictions for reopening the state that she says will settle the legal fight over her executive order limiting the size of religious gatherings.
The governor's lawyers filed a joint motion Saturday night with the lawyers for the two churches that challenged the executive order as unconstitutional.
