House and Senate negotiators have agreed to revive a proposal eliminating in-state tuition at higher education institutions for students who don’t live in the country legally.
The House agreed to Senate demands last week to put the in-state tuition measure back in a larger bill that bans immigrants living in the United States illegally from receiving most state or local benefits.
The Senate passed a version of the bill . . .
