The Kansas Legislature on Wednesday took a first step toward passing a constitutional amendment that would give lawmakers the right to regulate abortion in response to a historic state Supreme Court ruling last spring.

A House and Senate panel approved a constitutional amendment that would effectively reverse a court ruling that found the right to an abortion is protected by the state constitution.
