It was the debate so many wanted to have on the House floor.

Instead, the debate over expanding Medicaid played out in the House Appropriations Committee on Wednesday.

After a sometimes impassioned discussion, Republican lawmakers removed $14 million in state money from Democratic Gov. Laura Kelly's proposed budget for expanding Medicaid. They deleted the all-funds expenditure of $509 million for expansion.
