The Kansas ethics commission says the Kansas Supreme Court has the authority to hear an appeal of a lower-court ruling that found that a state campaign finance law was unconstitutionally vague.
The ethic commission's lawyer, Allen Glendenning of Great Bend, argues that the decision handed down by a Shawnee County district judge can be appealed even if the lower court hasn't decided how much in legal fees should be awarded in the case.
