A dark money group that backed Kris Kobach in the 2018 governor's race is refusing to file disclosure reports ordered by the state ethics commission.
A lawyer for the nonprofit Per Aspera Policy told state ethics officials this week that it's not required to register with the state as a political action committee nor does it have to file reports showing independent expenditures made in the campaign.
