Battle unfolds over proposed power plant purchase

Big industry is teaming up with consumer advocates to block Westar from purchasing a share of a coal-fired power plant in northeast Kansas.

A coalition of high-volume electricity users known as the Kansas Industrial Consumers Group and the Citizens' Utility Ratepayer Board is asking state regulators to stop the purchase of an 8% share in the power plant currently owned by Midwest Power Co.

The groups argue that the purchase will increase rates for customers, feeding the larger statewide debate over the high cost of electricity in Kansas when compared . . .
