A public utility executive on Tuesday ripped into a bill calling for an electric rate study, calling it "one-sided" and a "wolf in sheep's clothing."
"This is not a study bill," said Chuck Caisley, senior vice president of marketing and public affairs for Evergy, the name of the newly merged KCP&L and Westar.
"This is a crafty attempt to sneak in substantive changes to utility law in Kansas," Caisley told the Senate utilities . . .
