Supreme Court Justice Dan Biles on Friday refused to answer questions about why he decided to participate in a voting rights case that the state's high court decided.
Biles issued a response to a motion filed by Secretary of State Scott Schwab and Attorney General Kris Kobach asking the justice to explain why he suddenly decided to participate in the case after recusing himself in the past.
