Gov. Laura Kelly's administration is seeking a waiver from the federal government to exclude candy and soda from purchases covered by federal food assistance benefits.
Laura Howard, the secretary of the Department for Children and Families, told the State Finance Council on Monday that the waiver had been submitted to the U.S. Department of Agriculture.
The governor had opposed seeking the waiver.
But Howard had to certify the waiver had been submitted in order to get the State Finance Council to release $1.8 million for the SUN Bucks program, which . . .
