Special committee: Carr’s conduct didn’t conform to House standards

A special investigative House committee found that Democratic state Rep. Ford Carr's conduct did not conform to the behavior expected from a Kansas House member.

The committee held a short meeting Friday as the legislative session wound down, issuing a report that will be delivered to the full House.

The report stops short of an outright admonishment and the committee couldn't agree on whether Carr should be reprimanded, censured or expelled after another House member alleged that he created a hostile work environment.

"The committee does not condone Rep. Carr's behavior," the report said.
