The Kansas Senate on Thursday passed a bill that would make it harder to close coal plants in what was characterized as an effort to keep the federal government from imposing rules against fossil-fuel energy sources.
The Senate voted 29-8 to approve the bill backed by the Kansas Chamber of Commerce that critics say favors one energy source over another.
