Republicans on Tuesday forged their own tax plan with a single income tax rate that includes elements they hope will appeal to Democratic Gov. Laura Kelly.
House and Senate negotiators agreed on a bill that would establish a 5.25% income tax rate, a measure that the governor steadfastly opposes because she believes it benefits the wealthiest Kansans and does little for low-income earners.
