A new Republican-affiliated political action committee on Friday launched a campaign criticizing Gov. Laura Kelly's stewardship of social service programs for foster children.
The new ad portrays the Democratic governor as breaking her promise to make protecting children a top priority.
It highlights the number of runaway foster children in state care as well as the number of children still spending nights in state offices.
