Lawmakers are vowing to get tough with last-minute budget amendments - known as provisos - that are added as the state spending plan nears final passage.
Republican leaders say lobbyists are gaming the system by adding budget provisos when a House-Senate conference committee meets that are never vetted by a full budget committee in either chamber.
They say the lobbyists know it's easier to get those provisos through the process when they're considered by a six-member conference committee instead of a full budget committee.
Once tucked into the conference committee report, the provisos can only be rejected . . .
