Leading legislators on Thursday insisted that Gov. Laura Kelly's administration should not unilaterally decide whether protesters can bring signs into the Capitol.
Republicans lawmakers said they want input in developing a usage policy that regulates activity on the statehouse grounds, which is now the focus of a federal free speech lawsuit.
"We're in the middle of a lawsuit...and we have one branch (of government) acting one way without input from another branch," said House Speaker Ron Ryckman Jr.
