Gov. Laura Kelly on Friday rebuked the Republican-led Legislature for "procedural shenanigans" that produced a sweeping bill limiting her emergency powers that she suggested might be legally deficient.
Kelly condemned Republican leadership for strategic maneuvers to limit floor debate, packaging separate measures together into one large bill and not being more open about the language in proposed legislation.
The governor called the overnight session a "spectacle," alluding to one lawmaker who asked on the floor that paper airplanes not be flown in the chamber.
