Gov.elect-Laura Kelly's administration started taking shape Tuesday with the hiring of a new general counsel and directors of policy, legislative affairs and appointment.
Kelly turned to some familiar statehouse hands, including the chief of staff for the House minority leader, a former top aide to Democrat Paul Davis and a seasoned Democratic operative with experience in state government.
