Judge questions legal sufficiency of ethics subpoena

A Shawnee County judge on Thursday questioned whether the state ethics commission demonstrated a reasonable suspicion of a campaign finance violation when it subpoenaed the former chair of the Johnson County Republican Party.

Judge Teresa Watson spent about 1 1/2 hours sorting out whether she should grant Fabian Shepard's request to toss out a subpoena that is part of a wide-ranging investigation into campaign finance violations.
