Gov. Laura Kelly on Monday signed more than 30 bills, including legislation that creates a program to address a rural lawyer shortage, increased retention bonuses for state employees and empowering the insurance commissioner to get tough on fraudsters.
She's now signed 65 bills and allowed one to become law without her signature. She's vetoed 11.
