Gov. Laura Kelly is neutral on a proposal for using tax incentives to bring the Kansas City Chiefs or Royals to Kansas, although she wouldn't stand in the proposal's way as it has been drafted.
Speaking on Kelly's behalf to a joint meeting of the House and Senate Commerce Committees on Monday, the governor's chief of staff, Will Lawrence, assured lawmakers the governor wouldn't veto the bill as proposed.
