Governor Laura Kelly on Thursday appointed three members to the Lottery Commission, including a former state lawmaker and an attorney.
Kelly will keep Catherine Moyer as chair. Moyer is general manager of Pioneer Communications and chief executive officer of High Plains Telecommunications.
She sits on the board of the Rural Trust Insurance Company and on the advisory council of the Washburn University School of Law Alumni Association Board of Governors.
Kelly named Kala Spigarelli of Pittsburg to succeed Tom Roberts on the lottery board. Spigarelli is an attorney at the Spigarelli Law Firm. She earned her law degree from Washburn . . .
