Federal judge blocks state from applying PAC definition to neighborhood group

A federal judge on Wednesday agreed to temporarily stop Kansas ethics officials from applying the state's definition of a political action committee to an Overland Park neighborhood group.

U.S. District Judge Daniel Crabtree issued a temporary restraining order that would keep the state ethics commission from applying the state's PAC definition to Fresh Vision OP, which has been dormant lately but wants to reengage in civic activism.

Crabtree concluded that Fresh Vision would likely succeed in demonstrating that
Kansas’ definition of a political committee is invalid as it's applied to them.
