The Kansas ethics commission on Wednesday agreed to extend a job offer to a candidate for executive director who would replace the embattled Mark Skoglund, who left in January amid a wide-ranging campaign finance investigation that he carried out for three years.
The commission agreed to make an offer to Wade Wiebe, a veteran state government employee whose work history includes time at the state health department, the state Commerce Department and state Transportation . . .
