Gov. Laura Kelly's administration is seeking a new type of development incentive to help win a recruiting battle for a $4 billion manufacturing project that would create a projected 4,000 jobs.

Deputy Commerce Secretary Paul Hughes revealed the project Wednesday morning when testifying on behalf of a bill that would create a special tax incentive for economic development projects with at least a $1 billion investment.
