Budget cutting emerged early as one of the big differences between Democratic state Sen. Laura Kelly, Republican Secretary of State Kris Kobach and independent Greg Orman in the first gubernatorial debate of the general election.

Appearing before several hundred people at a meeting of the Johnson County Bar Association on Thursday, the three candidates tangled over an array of issues ranging from medical marijuana and campus free speech to immigration and election reforms.
