Lawmakers are considering a new way to change the budget process, this time by allowing an existing budget to continue past the current fiscal year if the governor and the Legislature end up at an impasse on a spending plan.
A supporter of the bill said it would remove Democratic Gov. Laura Kelly’s "leverage" over the budgeting process, a power that she could exert at the end of the session if she and the Republican-controlled Legislature can't agree on a budget.
