A proposal tweaking the language of the Kansas Constitution to ensure that noncitizens are not allowed to vote cleared a House committee Tuesday afternoon.
A divided House elections committee passed out a proposed constitutional amendment that would rework the language so that the constitution would explicitly say that no person shall be a "qualified elector" - or voter - unless they are a citizen of the United States.
The bill passed out on a voice vote with no one recording their opposition, even though the vote was not unanimous.
