Bill capping punitive wildfire damages for electric utilities clears House

The Kansas House on Thursday approved a bill capping punitive damages resulting from out-of-control fires blamed on electric utilities in Kansas.

The House voted 99-19 to pass legislation that would limit punitive damages for a wildfire to $5 million a claim, an amount already spelled out elsewhere in the law.

The bill also would require plaintiffs to show by a preponderance of evidence that an action by the utility company was negligent and caused the fire . . .
