With the legislative session nearing an end, the Kansas Legislature on Friday narrowly approved a plan giving taxpayers the power to hold down government spending.
Shortly before 11:30 p.m., the House voted 63-59 to pass a bill giving taxpayers a tool to block local governments that spend more in property taxes than they did the year before.
