A panel of Kansas lawmakers on Friday recommended that the Legislature consider raising limits on political donations with one key lawmaker expressing concern that they're too low and limit free speech.
The interim committee studying ethics law reform and campaign finance statutes agreed to recommend that the full Legislature should take an overall look at raising the donation limits but not recommending anything specific.
"We are limiting speech when we put a cap on how much money somebody can give to a candidate," said Republican state Rep. Pat Proctor, chair of the committee.
