The debate over noncitizenship voting is returning to the Capitol this session with a proposal to tweak the Kansas Constitution with an amendment that critics say isn't necessary.

Republican state Rep. Pat Proctor, chair of the House elections committee, plans to hold a hearing next week on an amendment that would clarify the state constitution, which already says every citizen is eligible to vote in Kansas.

The amendment, which has about 45 sponsors, will be accompanied by aSSJ
