New bill would move city, school elections to even-numbered years

A decade ago, the Kansas Legislature moved elections for cities and school boards to the fall from the spring with the goal of increasing voter turnout.

It was an idea that former Republican Gov. Sam Brownback called for in the governor's annual address to the Legislature in 2015.

"Currently, most elected officials in Kansas are chosen in elections when the fewest voters participate," Brownback told lawmakers at the time.

"Spring elections see a mere fraction of the voters who participate in fall elections," he said. "Yet, that's when most of our elected officials are selected.
