House Majority Leader Dan Hawkins took on Democratic Gov. Laura Kelly on Tuesday, charging that her administration is trying to get around the state's welfare work requirements.

Hawkins cited a memo issued by the state Department for Children and Families that he said was an attempt to circumvent a state law that sets a three-month time limit for able-bodied adults without dependents to receive food stamps without working.
